The problem with responsibility is we need some standards. And to make standards we need some world agreement on how much CO2 can who produce and what is plan on bringing it down to zero in next few decades. Than China will tell to USA ok, you have used your limit 1'000 times already - throuhgt last decades, so USA will either tell, no fck u - and China will not sign it, or US will lobby for standards much less restrictive, so that they can keep using it. I show it extremally simplisticly, totally ignoring most of the world, but thats what I wanted to point out. Showing problem is one big and very important point, but finding solution on how to fix it and be fair! while doing it - is another thing. If we are not fair - than countries will leave coalition. Rules must be fair, and the question of what is fair is causing problem currently. It might be stupid, but it's reasonable from point of view of countries. People don't like to be scape goats, so they will not back down even if planetary catastrophy is what's in question.
